Manufacturing partner for Spain's Ministry of Justice PPE procurement

A nation under lockdown

In March 2020, the Spanish government imposed one of Europe's earliest and strictest COVID-19 lockdowns. The Ministry of Justice needed to keep essential court functions running — but staff had no personal protective equipment.

Emergency procurement was launched. Suppliers had to demonstrate three things: immediate availability of PPE inventory or manufacturing capacity; regulatory conformity with EU medical device and PPE directives; and delivery capability into Spain during a fully locked-down logistics environment.

Merydeis, a Spanish trading company with established manufacturing partnerships in Asia, was awarded the contract. Its ability to deliver rested on its manufacturing partner network — including Teemway Group, with whom cooperation is documented from 2012 under a Cooperation Relationship Confirmation held on file.

1. Manufacturing capacity allocation

Our Guangdong factory network committed emergency production slots for disposable gloves and non-woven face masks. In a global market where PPE capacity was being locked in months ahead, long-standing relationships with material suppliers allowed Merydeis to secure output within days rather than weeks.

2. Regulatory documentation

Our compliance team assembled the CE conformity documentation, manufacturer declarations and material safety data sheets required for EU customs clearance and Ministry acceptance testing.

3. Regional logistics coordination

Teemway Europe S.L. (Madrid) coordinated in-country customs, warehousing and onward distribution to the Ministry's designated receiving points.

525,000 units, one continent, one government

The full order — 350,000 pairs of gloves plus 175,000 face masks — was manufactured, tested, shipped, cleared through customs and delivered on schedule.
